The blue-grey skeletal frame of the Cyberdyne series 850 model 101 "Terminator", a Federation re-programmed relic from the Eugenics Wars, walks in scanning everyone in the room with the infared and x-ray scans to obtain threat assessment..

The only thing about Cybernetic Organisms (even one's built without the organic materials) is their inability to proceed without specified permission sets.... and since this is a newly built establichment, there have been no permission sets programmed into this Combat Unit.
The Federation did great in the finished job on the re- assembly of the "T-101" unit, however, since the "brain" of the machine is still a processor, not everything could be concieved to pre-program the unit with. The ability to self program was installed, within certain programmed guidelines. One such guideline is to obtain permission to remain/interact in non hostile enviroments not involving Federation security/strategy.
The T-101 was re-assembeled to be a test in current times for starship combat situations, especially after the heavy loss of several starships in the last great war known as Storm Season II. The Federation has fewer and fewer captains commanding ships during hostile situations, and as such, the need for "replacements" has presented itself... thus the T-101 re-activation test program was started using only 1 unit.
Pestalence walks over to Admiral Frey.
"Admiral, Nice establishment you have here. My designation is Pestalence. Rank, Captain. Federation Test Unit Number T-101-A. Hopefully you will obtain hydrogen fusion power cells. It would be nice to install a fresh pack every once in a while.
This establishment should draw an interesting gathering of different species.
Seems as though one of your current clients have missed the litterbox sign in the back of the establishment.

Pestalence stands there with the look of death incarnate imprinted in it's skeletal frame as it continually scans the room while awaiting for the response from Admiral Frey. The icy, red, piercing glow from the hollow of the eyes continually wash over the room but ultimately keeps falling back on Admiral Frey while the unit awaits the Admiral's response.
